Over the centuries, Kelmendi was crossed by an animal path from Shkoder and Podgorica and passed through Gucia and Peja.

As an important stop for travelers, in a village now called Tamara, there was an inn and an unsafe bridge over the river. The bridge was often destroyed by torrential waters, so much so that Tamara the wife of the Vizier of Shkoder could not go for a few days to go to Shkoder, when she was returning from a visit by her people in Montenegro. For this, the Vizier of Shkoder has funded to build a new bridge over the Cem river of Vukli. This bridge took the name of Tamara, wife of the Vizier of Shkoder, and the village then took the same name.
